Management Team

The management team at Toward Independence, Inc. (TI) is made up of a dedicated group of enthusiastic professionals with various backgrounds, areas of expertise, and talents. This team strives to continually carry out the agency’s mission, vision, and philosophy through carefully made decisions in which the best interests of individuals served by the agency are kept at the forefront.


Mark Schlater

Chief Executive Officer

 As Chief Executive Officer, he is responsible for the overall administration and operation of the agency on a daily basis. Mark holds a B.S. in Social Services from Urbana University and has over 30 years of experience in services for children and programs for people with developmental disabilities. His background includes operation of ICFs, waiver services, and day habilitation services; generation of agency policy and procedures; and production of operational budgets. Mark has a known track record for success in agency growth and development.

Joseph Harmon

Chief Operating Officer

 As the COO, he oversees the Finance and Human Resources Departments. He also manages special projects for the agency. Before joining TI, Joseph managed several retail locations for Chase Bank. In addition to his strong finance background, Joseph holds a Bachelor of Arts in Theology from Indiana Bible College.

Polly Angel

Program Director

Polly Angel joined TI in 1995. She holds a Bachelor’s Degree in Education from Urbana University. Her TI career began as the I/O Waiver Supervisor for Greene County. In the late 90s she moved to the position of QMRP for TIs Jamestown Home and was eventually promoted to Program Manager for all five of the agency’s Greene County Intermediate Care Facilities.  In the spring of 2014, Polly was promoted to Montgomery County Program Director.

Program Director

Cindy Dean came to TII in 1989. As a Program Director, she oversees the operation of all facilities and services in Greene County where 73 individuals with developmental disabilities are served in ICF and supported living settings, as well as manages the oversight of one ICF serving eight individuals in Hamilton County. Her education and work experience in the field of developmental disabilities has been lifelong, beginning in 1981 when she began volunteering for the Greene County Special Olympics and Happy Times Summer Camp as a teen.



 Billy Caldwell

 Program Director

 Billy Caldwell joined TI in 2015 as a DSP. Billy's passion started with the love of his brother, Paul, who had a developmental disability. He helped care for his brother from the age of 9 until his  brother passed away in 2000. He has dedicated the rest of his career to helping serve others with developmental disabilities. Billy worked for the County Board of Developmental Disabilities  for five years before coming to TI. He has a unique passion and expertise in working with those who have behavior support plans. Billy was promoted to Program Director in the summer of  2017.



John Silfies

Marketing and Development Coordinator

John Silfies joined TI in November of 2016. He started out in the field of developmental disabilities in 2011 as a direct support professional where his heart for helping adults with disabilities was born. He attended Cedarville University and has a background in videography, photography and design.

Debbie Mitchell

Program Director

Debbie Mitchell joined TII in 1989 as a DSP. She has a B.A. in Speech and Hearing from Cleveland State University. In 2011 after serving in various other positions through the course of her career, Debbie became a Program Director. In that role, she oversees operations for two homes in Montgomery County, and three homes as well as various supported living settings in Hamilton County. Cumulatively, she will be ensuring the welfare of over 50 individuals. Debbie has over 25 years of experience working with individuals with intellectual disabilities.

Program Director

Cindy Seabolt joined TI in 1987. As a Program Director, she ensures that quality programmatic services are provided in Greene County where 73 individuals with developmental disabilities are served in ICF and supported living settings. In addition, Cindy acts as a resource person regarding behavior support practices throughout the agency. Cindy holds a B.A. in Sociology and Christian Education from Anderson University in Indiana and has over 25 years of experience in the field of developmental disabilities.


Laryssa1Laryssa Ingebo 

Director of Adult Day Services and Non-Medical Transportation 

Laryssa joined TI in early 2016. She oversees  Day Habilitation and Non-Medical Transportation services. Her diverse work background includes culinary arts, land/park management, fitness management, geriatric care (specializing in dementia/Alzheimer’s). Laryssa has earned her B.A. in Health and Wellness. She is a DRIVE instructor in the State of Ohio (Transporting Older and Disabled Passengers), LIFT Tobacco Cessation Instructor; Alzheimer’s and Dementia Care Instructor.
